Galactic war was within sights for the superpowers of the 20th century, namely the U.S. and U.S.S.R. Such a development had to be tempered with lots and lotsa propaganda, so the U.S. created a false broadcast of the moon landing. However, this video was created with the intention of inducing skepticism, as it included not-so-subtle mistakes such as the exclusion of stars. This led the more intelligent part of the population to believe that such space explorations were false, while in fact war was being conducted at the moment on the moon, with any survivors executed or left to die on said celestial body, so as to preserve the illusion.

Actually the reason for the war was that Kraft lobbied the powers that be in order to mine the green cheese that the moon is made of. The film was faked so that no one knew the mining was going on and thus Kraft could continue it's monopoly over all things cheesy. :) :) Instead their secret was found out when the information was declassified, thus making other things just as cheesy.
