Today Terrorism has globalised and have become international terrorism, now no country is untouched from it.
US, UK, India, Shrilanka, and so on , the list is too large.
inspite of international counter terrorist operations, terrorist like laden are still movinf freely.
The main problem is that countries are not able to form a political structure which might be able to corner people like laden.
You can belong to country but terror implies a threat to all.
What can be and what should be stopped.........?
Let's hear

Terrorism should be treated as what it is, a crime. While it's a crime on a more massive scale, it is still a crime and should be treated as such. You don't have a war on murder because it's a war you cannot win, but you can take steps to prevent it. The best tool any country has is cooperation with other countries on a law enforcement level. That is why the wars in Iraq and Afghanistan are not productive towards that goal. They only serve to alienate various countries from others, making it easier for the terrorists to operate. Only when the world wil start working together on this problem, will we have any hope of getting the upper hand on it and limiting it's possibilities.

The calculated use of unlawful violence or threat of unlawful violence to inculcate fear; intended to coerce or to intimidate governments or societies in the pursuit of goals that are generally political, religious, or ideological.

According to this definition, it's rather clear that US is the biggest terrorist in the world today. Before that, UK. And before that, maybe Spain and Portugal? These countries need to stop terrorizing the rest of the world.
